When Techouse AS, a Norwegian leading engineering and technologies firm, undertook the fabrication and integration of the Heat Recovery Steam Generator (HRSG) system for the Golar MKII FLNG conversion, they required a QA/QC & Compliance partner capable of managing stringent international standards under complex offshore-conversion conditions.
CIMA was selected to provide a dedicated, full-scope QA/QC & Compliance team—ensuring every weld, test, and document met the same standards demanded by the world’s most advanced FLNG facilities.


Project Background

The Golar MKII FLNG represents the next generation of floating liquefied natural gas technology—a multi-billion-dollar conversion of a former LNG carrier (Fuji LNG) into a floating liquefaction facility with a capacity of approximately 3.5 million tons per year.
The project, executed at CIMC Raffles Yantai, involves international EPC participants including Techouse AS (Norway), Kongsberg Maritime, and multiple global equipment suppliers.

Within this environment of complex fabrication, parallel engineering disciplines, and multi-national quality regimes, the HRSG module was a critical subsystem connecting the gas-turbine exhaust energy to process steam generation—an area with zero tolerance for non-compliance.


Challenges

Delivering QA/QC excellence on a project of this scale required navigating three key challenges:

  1. Multi-standard Integration
    The project demanded compliance with ASME, DNV, AWS, ISO, and project-specific EPC specifications—each with unique documentation and traceability requirements.

  2. Cross-Cultural, Multi-Site Execution
    Fabrication activities spanned multiple yards and suppliers in Asia, under coordination with European engineering teams—creating potential communication and interpretation gaps.

  3. Audit-Ready Documentation
    The client’s deliverable package required every ITP, NDT record, WPS/PQR, calibration certificate, and material traceability document to be audit-ready for third-party and owner verification before shipment.

CIMA deployed a complete QA/QC & Compliance task force, combining certified inspectors (CSWIP, CWI, FROSIO, ASNT, AMPP) and experienced coordinators who understood both international audit systems and local execution realities.
